Anterra violations upheld - Internal emails released

Update: In response to a question regarding what the ramifications are for Anterra now, Brian Baca, manager of Industrial and Commercial permitting for Ventura County Planning said, "The Planning Commission’s decision at the October 23, 2014 hearing is not a final action of the County until the appeal period ends at 4:30pm on Monday November 3, 2014. As of yet, no appeal of that decision has been filed.  After a final County action, the next steps would be ready for discussion."

As VC InFocus is working on various stories unfolding now in the County regarding Anterra Energy Services, with offices in Santa Paula and a waste disposal facility in Oxnard, it seems pertinent to review an article from the Santa Paula Times printed April 10, 2013.

The permit application being discussed in that story was withdrawn by Anterra and the company is no longer pursuing an additional injection well in Santa Paula.

Two local groups are now taking their fight to the county's Board of Supervisors to force an oil company to conduct an environmental study before they're allowed to drill two new exploratory oil wells.
Last week, the Ventura County Planning Commission unanimously denied an appeal seeking an environmental impact report (EIR) to examine the cumulative impacts the wells would have on their surroundings.

The two nonprofit organizations groups who filed that appeal — Citizens for Responsible Oil and Gas (CFROG) and Los Padres ForestWatch (LPFW) — have decided to take the next step and file a second appeal with the Ventura County Board of Supervisors. The appellants have asked the Planning Commission to require an EIR as part of its review process on the proposed project, which sits in an area north of Piru near sensitive California condor habitat and Los Padres National Forest.
So far, the Planning Department has done a study resulting in a document called a Mitigated Negative Declaration (MND). Essentially, that document found the impacts of the project would not be significant, and further, that any potentially significant impacts have been mitigated by conditions included in the company's conditional use permit (C.U.P.). The project, and the C.U.P. were approved earlier this year.
"When the planning department turns its back on the health complaints of the residents of Piru and purposely excludes highly polluting oil and gas projects from its evaluation of cumulative impacts nearby, CFROG calls that irresponsible,” said John Brooks, Oak View resident and president of CFROG.  “In the name of environmental justice, we have no choice but to appeal."

This  image was shown to VC Planning Commissioners during the appeal hearing on Sept. 25 during the presentation given by appellant Los Padres Forest Watch. LPFW Director Jeff Kuyper explained the data is collected from condors who wear a tracking device. Approximately 30 birds wear such a device, and this data is collected over a wide time frame, but it reveals the wide ranging habitat of the endangered condors. The proposed site for the exploratory wells is at the white dot in the middle. Planning staff, and the VC Planning Commission found that an Environmental Impact Report is not needed.
