The Districts rules will not effect VEntura County as it covers Orange County and the urban parts of LA, Riverside and San Bernardino counties.
Part of the rules include reporting of trade secret protected information to the District. The District will post all public information on it's website and expects to the have the database live in 60 days.
These rules were enacted on the same day as VC Board of Supervisors heard from County Counsel that the County only has authority to regulate surface activities, but does not have jurisdiction on subsurface or the "down hole" activities associated with oil and gas activities.
By requiring notification and reporting of all drilling, reworking and completion of wells (fracking is a well completion process) through a government agency that has perjury pledges, the SCAQMD expects to be able to better monitor the air quality effects of the oil and gas industry within it's district.
